Avoid using registerv-make in senator.el

* lisp/cedet/semantic/senator.el (senator-register): New class.
(register-val-jump-to, register-val-describe)
(register-val-insert): New methods.
(senator-copy-tag-to-register): Use this instead of the deprecated
registerv-make function.
